Chers amis,

La conférence de Bruxelles a constitué un moment fort de la solidarité avec la juste cause du peuple sahraoui grâce, bien sûr à vos efforts louables et au suivi assuré par notre cher ami le président Pierre Galland et la task-force. Nous voilà de nouveau réunis en Espagne, où le mouvement solidaire avec la cause sahraouie honore les relations multiformes et solides qui ont toujours prévalues entre les peuples d'Espagne et le peuple sahraoui. Nous voilà à Séville, ville prestigieuse de l'Andalousie, pour faire le point de 26 années de solidarité patiente et généreuse. Ces rencontres annuelles sont devenues une tradition qui a requis au fil des années un caractère international en s'élargissant à chaque fois et constituent de ce fait un important acquis. Un fait remarquable, malgré les difficultés et les avatars du temps, reste la constance de cette solidarité.

Aussi je voudrais saluer chaleureusement tous ceux qui ont contribué à l'avènement et au développement de ce grand mouvement de solidarité avec la juste cause du peuple sahraoui. Nous nous inclinons devant la mémoire de ceux qui ne sont plus parmi nous et notre reconnaissance va à tous ceux et celles qui nous accompagnent toujours. Tout en saluant tous les participants, je voudrais rendre hommage à l'importante délégation algérienne ici présente et exprimer à l'Algérie notre gratitude pour sa solidarité et générosité, en toutes circonstances, avec le peuple sahraoui. La preuve est là aujourd'hui alors que chacun sait que l'Algérie et son peuple sont affectés par une catastrophe naturelle qui s'est traduite par des centaines de morts, de blessés et de sans abris. Mes hommages à Mme Mitterand, à Rigoberta Menchu et aux autres illustres invités.

Chers amis,

Le peuple sahraoui se souviendra pour toujours avec amertume d'événements douloureux de son histoire qui se sont déroulés en ce mois de novembre. Qui ne se rappelle pas de l'invasion militaire du Sahara occidental consécutive à la « marche verte », et la signature des accords tripartite de Madrid de sinistre mémoire ?

Mais le peuple sahraoui se souvient aussi avec gratitude et reconnaissance des positions historiques et courageuses du mouvement de solidarité car, dès le premier jour, les voix soutenant le droit et la légitimité se sont élevées de partout en Algérie sœur, en Europe, en Afrique, en Amérique latine, aux Etats Unies et en Australie et continuent de s'exprimer à travers des comités d'amitié, des ONG, des personnalités, des parlementaires etc…

Il est nécessaire ici de rappeler que malgré la guerre et l'épreuve de l'exil, la lutte du peuple sahraoui a enregistré des acquis qui sont un motif de fierté pour nous tous. Il s'agit du rôle joué par la femme, sa participation et sa contribution dans la promotion d'une société démocratique et tolérante. De même, l'Etat sahraoui a accordé une attention particulière à l'enfance, à l'enseignement et la formation. Comme il a poursuivi une politique de prévention en matière de santé et œuvré de concert avec vous pour garantir un minimum permettant aux réfugiés de subsister dans les conditions inhumaines de l'exil.

Chers amis,

Après plus d'un quart de siècle d'épreuves et de souffrances pour le peuple sahraoui et dix années depuis l'élaboration du Plan de règlement onusien et alors que nous étions tout près du référendum d'autodétermination au Sahara occidental le Maroc, de manière délibérée, a avorté ce processus portant ainsi un coup aux principes et résolutions des Nations Unies. Il tente aujourd'hui de se dérober à ses responsabilités et éviter la consultation dont chacun sait que le résultat sera assurément l'indépendance. Pire encore, le Maroc ne se limite pas à empêcher le référendum mais cherche à impliquer dans son aventure des intérêts étrangers à travers les sociétés de recherche pétrolières. Ce sont là des actes de brigandage et de pillage des richesses du territoire et la tentative d'en disposer à merci, sans en référer au propriétaire véritable en l'occurrence le peuple sahraoui.

Nous répéterons jamais assez que la solution définitive du conflit du Sahara occidental passe par le verdict des urnes. C'est dire que le projet d'accord cadre, d'inspiration marocaine et présenté dans le dernier rapport du Secrétaire général des Nations Unies ne peut et ne saurait constituer une base valable d'une solution légale du conflit car il s'agit d'une intégration programmée qui exclut le peuple sahraoui et aliène ses droits imprescriptibles à l'autodétermination et à l'indépendance. Ce projet que le conseil de sécurité n'a pas appuyé et qui du reste a été rejeté par tous les pays de la région ne peut prospérer parce que injuste et partant inacceptable. Aussi nous osons espérer que le Secrétaire général se ressaisisse et que la prochaine prorogation du mandat de la Minurso sera mise à profit pour la reprise du processus référendaire.

Le silence de l'Union Européenne devant les agissements du Maroc est incompréhensible. Nous croyons que l'Europe, si proche de notre région -les îles canaries- doit prendre des mesures fermes et décisives pour la décolonisation du Sahara occidental au lieu de justifier sa passivité par le fait que la question se trouve entre les mains des Nations Unies. Il y a urgence pour que l'Union Européenne comprenne la gravité de la situation et joue en conséquence un rôle actif et positif en vue de contribution à l'avènement de la stabilité et la concorde dans la région. Cette stabilité qui ne peut être assurée que par respect de la légalité internationale et la libre expression du peuple sahraoui. Un Etat sahraoui indépendant, résultant du libre choix du peuple sahraoui, sera un facteur d'équilibre et de stabilité dans la région. Le peuple sahraoui a démontré sa capacité à respecter ses engagements internationaux, sa vocation pacifique, son attachement à la sécurité, sa disponibilité et sa volonté à établir un régime démocratique et respectueux des relations de bon voisinage et de coopération.

Chers amis,

Les autorités d'occupation marocaines continuent d'exercer la répression contre les populations sahraouies sans défense. Si elles ont procédé à « la libération » de détenus politiques injustement incarcérés, les forces d'occupation sont revenues à la charge en organisant, le 17 novembre à Smara, une répression sans précédents qui s'est soldée par des dizaines de blessés et un nombre élevé d'arrestations et de disparus. C'est la réaction sauvage et aveugle de l'occupant devant l'attachement des populations sahraouies à leurs droits et leur rejet de la politique d'occupation et de colonisation. Une autre preuve de l'intransigeance du Maroc et de son mépris du droit est l'interdiction faite à Mme Danielle Mitterand, Présidente de la Fondation France-Libertés, de visiter la ville de ElAaiun occupée. L'objectif escompté d'une telle politique est évidemment d'empêcher les personnalités, les juristes et les observateurs indépendants d'entrer en contact avec les populations sahraouies et de mettre à nu les violations flagrantes des droits de l'homme et le maintien sous siège du territoire.

Nous dénonçons cette nouvelle vague de terreur et saluons nos populations dans les territoires occupés de même que nous appelons la communauté internationale à œuvrer pour rompre l'isolement et le blocus qui leur sont imposés.

Nous attirons aussi votre attention qu'alors que les réfugiés vivent dans des conditions de difficultés extrêmes certains essaient d'exercer des pressions de toutes sortes à travers l'aide humanitaire, ce qui est immoral et inhumain. nous voudrions croire que cela ne procède pas d'une volonté délibérée pour imposer des choix politiques douteux. Le recours à ce genre de méthode constitue un acte irresponsable aux conséquences très graves.

Au regard de cette situation difficile, le peuple sahraoui en appelle à votre engagement solidaire et à votre mobilisation.

Ladies and gentlemen,

Following last year's conference in Brussels, which constituted a landmark in the solidarity with the just cause of our people thanks to the laudable efforts and to the sustained work and to the perseverance of Mr. Pierre Galand and the steering committee. Here we are again in Spain, where the solidarity network is a tribute to the level of the multiform and strong bounds existing between the peoples of Spain and the Sahrawi people. We meet in Seville, the prestigious capital of deep Andalusia, to assess and review once more 26 long years of sustained and generous solidarity. This new yearly gathering is not only unique because it is held periodically but because it has acquired an international character. The gathering in itself constitutes a great achievement, and which despite all odds, continues to grow.

I would like to express our thanks to all those that have contributed to the building up this international solidarity network and to vitalize the campaign in favor of the defense of the just cause of our people. We bow down to the memories of these that have left us, and to the pioneers, who continue to meet the challenge tirelessly and resist side to side with us in this long march, we remain grateful. I want to recognize here the present among us of Madame Danielle Mitterand, and Rigoberta Menchu and other guests.

I would like to pay a special tribute to the important Algerian participation in this large international solidarity gathering. By the same token, and on behalf of the Sahrawi people, I would like to express to Algeria our gratefulness for its generous solidarity and continuous support to the just cause of our people. At a time, Algeria has been affected by the natural disaster, which caused many deaths, injuries and homeless, we want to extend our condolences and solidarity with the people of Algeria.

I would like therefore to express our thanks to all these that have contributed to this significant event of solidarity with our just cause. For the Sahrawi people, November brings to mind several painful events that took place in this particular month. First the Moroccan military invasion of Saguia el Hamra and Rio de Oro took place in November; the so-called Green March was launched in November under misleading slogans as on the eve of the unjust occupation of our Homeland. The Madrid Accords was signed also during this month of November, and proved to be the starting point of the expansionist scheme: a plot characterized by treason and betrayal of our people.

On the bright side, the Sahrawi people can also recollect the courageous stand of the international solidarity movement with our cause. From day one, our people did not find itself alone. Friends from all over the world stood up, from Algeria, from Europe, from Africa, and from Latin America, and Australia setting up solidarity committees and NGOs, spearheaded by personalities, National and local Parliaments, and other institutions.

The Sahrawi experience has, despite the tribulations of war and the distress and sufferings in the refuge, achieved several accomplishments. We are today quite proud of the leadership role the women have assumed among our people and within our society, a role that has given them an important participation in the society, a special responsibility the women have acquired despite objective difficulties and in a short experience. The Sahrawi State has given special thoughts to education and knowledge acquisition and a special care to the mother, the child, and to the elderly. It has also pursued a preventive health policy and worked with the help of friends like you, to respond to the minimum basic needs for its citizens.

A quarter century has elapsed, but sufferings did not draw to a close yet. Ten years have gone by since the adoption of the UN-OAU peace plan, and the referendum for self-determination in Western Sahara has not yet taken place. The real intentions of Morocco are nevertheless plain and bold, defying the principles and the International covenants and making only lip service to the UN. Morocco disavowed its commitment to a referendum on self-determination, the day it was advised that its outcome is independence for Western Sahara. The Moroccan agitations did not end with the abandoning of the referendum. Furthermore, this country is seeking today to ensure foreign interests involvement in a new adventure of being involved in the prospection of petroleum in the territory. This is but a new scheme to appropriate and plunder our natural resources without giving a say to their rightful owner, the Sahrawi people.

We reiterate that the final solution to the conflict of Western Sahara come through the ballot boxes. It is to say that the draft Framework Accord, inspired by Morocco, and presented in the latest report of the UN Secretary-General can not constitute a valid basis for a legal solution to the conflict, since it is only a programmed integration, which excludes the Sahrawi people and denies their inalienable rights to self-determination and to independence. This Framework Accord fails to win the support of the UN Security Council and has been rejected by all the countries in the region, except its instigator Morocco, cannot prosper because it is not fair, unjust and unacceptable. Thus we dare to hope that the UN Secretary-General come to the conclusion and make sure that the next mandate of the MINURSO serves for the resumption of the referendum process.

The silence adopted by the European Union in the face of these mischievous actions could not be understood or justified at all. Because of its proximity to our land, being across the Canary Islands, Europe should take serious and decisive steps to contribute to speed up the decolonization of Western Sahara by backing unequivocally the United Nations resolutions and speed up their implementation.

It is urgent that the European Union seizes the seriousness of the situation and assumes a more positive and constructive role in strengthening stability and harmony in the region. A stability that is achieved only with due respect to international legality and by enabling the Sahrawi people to exercise freely their inalienable right to self-determination. The Sahrawi State emanating from the genuine and solely sovereign choice of the Sahrawi people can be but a factor of stability. The Sahrawi people have proven -- during the direst of circumstances -- their respect for International Legality, and over and over again have reaffirmed their international commitment to peace and security by setting up democratic institutions and by encouraging good neighborliness and respect to others.

In the occupied territories, however, the occupying Moroccan authorities continue to resort to all repressive means and methods and to terrorism against the defenseless Sahrawi civilians. If Morocco had to release few days ago some political detainees accused of false crimes, soon after on November 17, the Moroccan forces of repression were instructed to initiate a harsh campaign of repression against the occupied holy town of Smara. It was an unprecedented action the area has never been witnessed since the beginning of the invasion.

Large number of new victims included dozens of wounded, kidnappings and detentions. There is no explanation to this unprovoked action unless the Moroccan government sought by this brutal and blind repression to defeat the devotion of the Sahrawi citizens to their inalienable rights, which are recognized by International Law, which rejects also the Moroccan colonial and settlement policy.

This is another proof of the stubbornness of Morocco and to her contempt to the Law is the prohibition to Mrs. Danielle Mitterrand, President of France Liberties Foundation; to visit the town of occupied El Aaiun. Her objective is to deny such personalities, jurists and Independent observers to be in contact with the Sahrawi population or to reveal the flagrant violation of human rights, while maintaining the territories under siege.

While denouncing this new wave of repressive action and we highly applaud the heroic resistance of the Sahrawi citizens in the occupied territories. And from this tribune, we call upon the International community to work to bring to an end the military and information black out imposed on our citizens by Morocco in the occupied territories.

We draw the attention also on the fact that the Sahrawi refugees live in extremely difficult conditions, and that some are attempting to exert on them all kind of pressure through the humanitarian assistance, a policy which is to say the least immoral and inhuman. We would like to believe that is not intended in order to impose on us a certain obscure political choice. The resort to this kind of method is nevertheless an irresponsible action that bears serious consequences.

Finally, I would like to express to you all the most sincere thanks and I conclude by saying that in this arduous situation, we more than ever appeal to your commitments and mobilization.
