«En adoptant à l’unanimité, aujourd’hui, sa
résolution sur le Sahara occidental, le Conseil de
sécurité consacre de manière solennelle le droit
à l'autodétermination du peuple sahraoui comme
étant le socle sur lequel doit se fonder la solution juste et
définitive du conflit du Sahara Occidental que la
Communauté internationale appelle de tous ses vœux. Le Conseil
de Sécurité confirme, par la même, la justesse de
la cause du peuple sahraoui et réaffirme avec clarté son
attachement à la légalité internationale telle
qu'incarnée par les résolutions des Nations Unies et la
doctrine et la pratique de l'ONU en matière de
décolonisation.
En dépit de la campagne de désinformation et du tapage
médiatique qui ont entouré son pseudo- plan d'autonomie
pour le Sahara Occidental et du soutien multiforme dont il a
bénéficié auprès de certaines puissances en
vue de faire endosser ce plan comme la base exclusive sinon la
panacée pour le règlement du Sahara Occidental, le
Royaume du Maroc a lamentablement échoué une fois de plus
dans la tentative de légitimer son fait colonial au Sahara
occidental.
En effet, le Conseil de Sécurité a clairement
établi, d'une part, que la solution politique mutuellement
acceptable voulue par la Communauté internationale doit assurer
l'autodétermination du peuple du Sahara Occidental et, d'autre
part, que cette solution ne peut intervenir que sous les auspices des
Nations Unies dans le cadre de négociations directes et sans
conditions préalables entre le Front Polisario et le Royaume du
Maroc.
Ainsi, le peuple sahraoui est parvenu à obtenir que son droit
inaliénable à l'autodétermination que le Royaume
du Maroc et ses alliés ont tout fait pour lui dénier,
soit au coeur de toute solution politique, et qu'il en constitue donc
la condition, le fondement et la finalité, démontrant
ainsi une fois de plus que la question du Sahara Occidental est une
question de décolonisation relevant de l'application de la
résolution 1514 (XV) de l'Assemblée
Générale des Nations Unies dont le règlement
passe, par conséquent, par l'expression libre et souveraine du
peuple sahraoui sur son devenir.
Cette victoire, le peuple sahraoui la doit aux nombreux soutiens dont
il a pu bénéficier à l'intérieur, comme
à l'extérieur du Conseil de Sécurité
auprès de pays attachés au respect de la
légalité internationale et auxquels il voudrait rendre
ici un hommage mérité. Il le doit surtout à
la mobilisation et aux sacrifices de ses filles et de ses fils dans les
territoires occupés, dans les territoires libérés
et dans les camps de réfugiés ainsi qu'à leur
dévouement à leur cause sacrée.
Enfin,en réponse a l'appel du Conseil de sécurité
et conformément à la recommandation contenue
dans le paragraphe 47 du rapport du Secrétaire
général des Nations Unies, le Front Polisario
accepte solennellement d'entrer, sans conditions préalables et
sous les auspices des Nations Unies, dans des négociations
directes avec la Puissance occupante, le Royaume du Maroc, en vue de
parvenir à une solution politique mutuellement acceptable
assurant l'autodétermination du peuple du Sahara occidental
».

“By adopting today by unanimity its resolution on Western Sahara, the
UN Security Council has solemnly established the right of the Saharawi
people to self-determination as the cornerstone of any just and lasting
solution to the conflict of Western Sahara, to which the international
community remains firmly attached. Moreover, the Security Council has
unequivocally reaffirmed the justness of the cause of the Saharawi
people as well as its attachment to the international legality embodied
in the United Nations resolutions and its doctrine and practice
relating to decolonisation.
In spite of the disinformation campaign and the media hype orchestrated
for promoting its pseudo-plan of autonomy for Western Sahara, and
despite the multiform support it has received from certain powers to
ensure the endorsement of this plan as the only basis, if not the
panacea for resolving the conflict of Western Sahara, the Kingdom of
Morocco has once again failed in its attempt to legitimise its colonial
occupation of our country.
Indeed, the Security Council has clearly established that the mutually
acceptable political solution sought by the international community
should provide for the self-determination of the Saharawi people, and
that this solution should take place under the auspices of the United
Nations and in the context of direct negotiations without preconditions
between the Kingdom of Morocco and the Frente POLISARIO.
The Saharawi people have thus achieved that their right to
self-determination, which the Kingdom of Morocco and its allies have
done everything possible to deny them, has been placed at the heart of
any solution thus establishing it as the condition, the foundation and
the purpose of the solution itself. This achievement reaffirms once
again that the question of Western Sahara is a decolonisation problem
governed by the terms of the General Assembly resolution 1514 (XV)
whose solution necessarily passes by the free and sovereign expression
of the will of the Saharawi people regarding their future.
The Saharawi people owe this victory to the overwhelming support
received, within and outside the Security Council, from countries
respectful of the international legality to which our people would like
to pay tribute. Above all, the victory is owed to the mobilisation and
sacrifices that our people in the occupied territories, the liberated
territories and in the refugee camps have been making in order to
defend their just cause.
In response to the Security Council’s call and taking into account the
recommendation of the Secretary-General contained in paragraph 47 of
his report, the Frente POLISARIO accepts to enter in direct
negotiations, without preconditions and under the auspices of the
United Nations, with the Government of the occupying power, the Kingdom
of Morocco, with a view to achieving a mutually acceptable political
solution that will provide for the right of the Saharawi people to
self-determination.”
