Nous nous réjouissons que le Parlement européen ait adopté cette importante résolution sur le Sahara Occidental en ce moment opportun. Il y exprime un soutien clair au droit du peuple sahraoui à l'autodétermination et à la liberté. Outre qu'il demande au gouvernement du Maroc d'accepter sans plus tarder l'ensemble des propositions du Secrétaire général de l'ONU, M. Kofi Annan, le Parlement européen appelle également le Maroc à permettre au HCR d'ouvrir son bureau dans les territoires occupés et l'invite à collaborer pleinement avec les Nations unies.
Toujours dans la même résolution, le Parlement européen apporte son appui à l'ONU et au Secrétaire général pour faire aboutir le référendum d'autodétermination, qui constitue la voie démocratique la plus appropriée pour parvenir à une solution pacifique et durable du conflit du Sahara Occidental.
Le Parlement européen demande expressément à la Commission, au Conseil et aux gouvernements des États membres de l'UE d'accorder tous les moyens nécessaires pour la réussite du processus de paix engagé par l'ONU au Sahara Occidental.
Il est donc temps pour que l'Union européenne use de son poids auprès du gouvernement marocain pour qu'il cesse son double jeu et accepte d'appliquer l'ensemble des propositions du secrétaire général et s'engage résolument dans l'application des Accords de Houston et du plan de règlement. Autrement, le Maroc porte lui seul la lourde responsabilité de l'interruption de l'application du processus de paix.
Le Front Polisario et le gouvernement sahraoui, tout en réitérant leur volonté de poursuivre leur coopération avec la Communauté internationale, appellent l'Union européenne à agir en fonction de cette résolution du Parlement européen. Elle pourra, ainsi, contribuer à l'avènement d'une solution juste et pacifique du conflit du Sahara Occidental, au moyen d'un référendum d'autodétermination du peuple sahraoui libre, démocratique et transparent.

We are pleased to announce that the European Parliament has adopted this important resolution on Western Sahara at this opportune moment. It expresses clear support for the right of the Saharawi people to self-determination and freedom. It further requests the government of Morocco to accept without delay the whole of the package of proposals of the UN Secretary General, Mr Kofi Annan. The European Parliament also calls on Morocco to permit the UNHCR to open its office in the occupied territories, and invites it to cooperate fully with the United Nations.
Still in the same resolution, the European Parliament gives its support to the UN and the Secretary General to bring about the referendum on self-determination, which constitutes the most appropriate democratic means to reach a lasting and peaceful solution to the conflict in Western Sahara.
The European Parliament expressly calls on the Commission, the Council and the governments of E U member states to provide all the necessary means for the success of the peace process undertaken by the UN in Western Sahara.
It is therefore time that the European Union brings its weight to bear on the Moroccan Government, so that it stops its double game, and agrees to implement the whole of the Secretary Generals package of proposals, and commits itself resolutely to the application of the Houston Agreement and the settlement plan. Otherwise, Morocco will take upon itself the heavy responsibility of alone interrupting the application of the peace plan.
The Polisario Front and the Saharawi Government, reiterate their will to continue their cooperation with the international community, and call on the European Union to carry out this resolution of the European Parliament. It could thus contribute to bringing a fair and peaceful solution to the conflict of Western Sahara through a free, democratic and transparent referendum on self-determination for the Saharawi people.
