PRÉSIDENTE DE L'INTERGROUPE DU PARLEMENT EUROPÉEN"PAIX POUR LE PEUPLE SAHRAOUI" sur la libération de 100 prisonniers de guerre marocains par le Front Polisario

Je suis très heureuse de voir que les efforts du gouvernements allemand, en la personne de M. Jürgen Chrobog du ministère des affaires étrangères, aient abouti à la libération de 100 prisonniers de guerre marocains, dans le cadre d'un geste humanitaire du Front Polisario.

En tant que présidente de l'intergroupe du Parlement Européen "Paix pour le peuple sahraoui", j'ai pu me rendre dans les camps de réfugiés sahraouis de Tindouf et rencontrer également les prisonniers de guerre marocains qui y sont détenus. Malheureusement, il ne m'a pas été possible d'agir plus sur cette question humanitaire car jusqu'à présent les autorités marocaines se montrent réticentes à m'accueillir et à me laisser libre de me rendre dans les territoires occupés du Sahara Occidental. Néanmoins, je suis très heureuse de voir que cette nouvelle libération amène le nombre total de prisonniers de guerre marocains libérés par le Front Polisario à un millier de personnes. Cette initiative fait honneur au peuple sahraoui et au Front Polisario, et constitue un geste de bonne volonté qui contribue à une solution juste, durable, et pacifique au conflit du Sahara Occidental.

Je dois pourtant aussi souligner qu'à ce jour, comme le mentionne une fois de plus Amnesty International dans son rapport 2002, les autorités marocaines n'ont pas clarifié le sort de plusieurs centaines de sahraouis "disparus" entre les années 60 et 90. La situation des droits de l'homme dans les territoires occupés du Sahara Occidental demeure alarmante: trois membres du Forum Vérité et Justice-Section Sahara qui avaient rencontré au mois de février dernier la délégation Ad'Hoc du Parlement Européen, ont été licenciés de leurs emplois arbitrairement en guise de représailles à leur égard.

La libération de 100 prisonniers de guerre par le Front Polisario est aussi un geste qui témoigne d'une confiance profonde vis à vis du gouvernement allemand: celui-ci ne doit pas seulement continuer à participer à l'aide humanitaire destinée au 160 mille réfugiés du désert algérien, il se doit aussi d'user de son influence en matière de relations étrangères en vue de l'application stricte et rapide du Plan de paix de 1991 de l'ONU et de la tenue d'un référendum d'autodétermination pour le peuple sahraoui.

PRESIDENT OF THE EUROPEAN PARLIAMENT INTERGROUP "PEACE FOR THE SAHARAWI PEOPLE" on the release of 100 Moroccan prisoners of war by the Polisario Front

I am extremely happy that the effort of the German government, in the person of Mr Jürgen Chrobog of the Ministry of Foreign Affairs, led to the release of 100 Moroccan prisoners of war as a humanitarian gesture from the Polisario Front.

As president of the intergroup of the European Parliament "Peace for the Saharawi People", I was able to visit both the Saharawi refugee camps in Tindouf as well as to meet with Moroccan prisoners of war held there. Unfortunately, I was not able to act more on this humanitarian issue because the Moroccan officials have so far been reluctant to welcome me and allow me into Western Sahara occupied territories. Nevertheless, I am delighted to see that this new release has now brought the number of freed prisoners of war to a total of one thousand. This initiative honours the Saharawi people and the Polisario front , and constitutes a gesture of goodwill which can contribute to a just, lasting, and peaceful solution to the conflict in Western Sahara.

But I must also stress that so far, and as is mentioned again in Amnesty International 2002 Report, the Moroccan authorities have failed to clarify the fate of hundreds of Saharawis who were "disappeared" between the 1960s and the 1990s. The situation of human rights in Western Sahara occupied territories remains alarming: three members of the Forum Vérité et Justice-Section Sahara who met with the European Parliament Ad'Hoc delegation earlier in February were summarily dismissed from their jobs as a form of retaliation against them.

The release of the 100 prisoners of war by the Polisario Front is also a gesture which acknowledge a strong confidence towards the German government: it is not only its duty to continue providing humanitarian aid to the 160 thousand refugees in the Algerian desert, but more importantly, it is its duty to use its influence in the area of foreign relations towards the rapid and strict implementation of the 1991 UN Peace Plan and the holding of the referendum of self-determination for the Saharawi people.
