Fusion Signs Offshore Technical Cooperation Agreement with Saharawi Arab Democratic Republic (Western Sahara)

Fusion announces that its operating subsidiary, Fusion Oil & Gas NL, has signed an exclusive Technical Cooperation Agreement ("TCA") with the Government of the Saharawi Arab Democratic Republic ("SADR"). The TCA covers the entire offshore territory of the SADR, an area of approximately 210,000 square kilometers, extending from Mauritania in the south to Morocco and the Canary Islands (Spain) in the north.

According to the terms of the TCA Fusion will undertake, on behalf of the SADR, a detailed study and evaluation of the petroleum potential of the offshore territory through the collation and integrated interpretation of all relevant and available geological and geophysical data. This process will assist the Government of the SADR to better understand the offshore oil and gas potential of the area and formulate appropriate policy to attract international investment.

It is anticipated that the study will take up to sixteen months to complete. Upon completion Fusion will have the exclusive right to select a maximum of three exploration licences, each covering an area of up to 20,000 square kilometers. The Government of the SADR has given an undertaking to award the nominated exploration licences within 6 months of the SADR being admitted to the United Nations.

A preliminary assessment of historical data suggests that a similar gross stratigraphic sequence to that encountered in Fusion's licences to the south in offshore Mauritania, The Gambia, Senegal and Guinea Bissau can be anticipated. We are deeply honoured to have been selected by the Government of the SADR to conduct such a significant project."

Western Sahara is currently regarded by the United Nations (UN) to be a non-self governing territory. Following the end of Spanish Colonial Rule in 1975 the International Court of Justice (ICJ) rejected Moroccan and Mauritanian claims concerning sovereignty over Western Sahara. Despite the judgment of the ICJ the territory of Western Sahara was occupied by Morocco and Mauritania in 1976. In 1979 Mauritania withdrew all claims to the territory and recognised the SADR as the legitimate governing authority of the territory. Following a prolonged military conflict between SADR and Morocco, the UN brokered a ceasefire in 1991 and formulated a mechanism to resolve the conflict through a UN organised referendum of the indigenous population. The work of the UN towards conducting the referendum or otherwise resolving the issue of sovereignty is continuing under the guidance of the former US Secretary of State James Baker in his role as the UN Secretary General's Special Envoy to Western Sahara. The SADR is a full member of the African Union and is recognised internationally by 76 countries.

Fusion is one of the largest holders of offshore exploration acreage in Northwest Africa and has successfully completed similar TCA-type arrangements with the Government of The Gambia and the Agence de Gestion et de Cooperation entre la Guinee-Bissau et le Senegal ("AGC") which is the Joint Commission established by the Governments of Senegal and Guinea-Bissau to administer petroleum and fishing activity within their maritime border zone. In May 2001 Fusion announced that its first frontier exploration well in the region, Chinguetti-1, offshore Mauritania was a significant oil and gas discovery.

Fusion Firma un Convenio de Colaboración Técnica Costa Afuera con la República Arabe Saharaui Democrática (Sahara Occidental)

Fusion se complace en anunciar que su subsidiaria operativa, Fusion Oil & Gas NL, ha firmado un Convenio de Colaboración Técnica (CCT) exclusivo con el gobierno de la República Arabe Saharaui Democrática (RASD). El CCT abarca toda la costa de la RASD, un área aproximada de 210.000 kilómetros cuadrados, que se extiende desde Mauritania al sur, hasta Marruecos y las Islas Canarias (España) al norte.

Conforme a los términos del CCT, Fusion llevará a cabo, en nombre de la RASD, un estudio y evaluación detallados de las posibles reservas de petrolero en la costa mediante la recogida e interpretación de todos los datos geológicos y geofísicos que existen. Este proceso ayudará al gobierno de la RASD a tener un conocimiento de las reservas petrolíferas y gasíferas en el área y a elaborar formular políticas apropiadas para atraer inversiones internacionales.

Conviene senalar que se necesitaran como dieciséis meses para llevar a cabo el estudio, tras el cual Fusion tendrá derecho exclusivo a seleccionar un máximo de tres licencias de exploración, abarcando cada una hasta 20000 kilómetros cuadrados. El gobierno de la RASD se ha comprometido a otorgar las licencias citadas en un espacio de tiempo no superior a los seis meses posteriores al ingreso de la RASD a las Naciones Unidas.

El Sahara Occidental sigue considerado por las Naciones Unidas como territorio no-autónomo. Al termino de la administracion colonial española en 1975, la Corte Internacional de Justicia (CIJ) de la Haya emitió una opinionen la que desetimo las revendicaciones de soberania formuladas por Marruecos y Mauritania sobre ese territorio. A pesar de la citada opinion, estos paises ocuparon el territorio en 1976. En 1979, Mauritania retiró los reclamos y reconoció a la RASD como la autoridad legítima del territorio. El conflicto militar continuo entre la RASD y Marruecos. En 1991, Las naciones Unidas negoció un alto de fuego y elaboro un plan de arreglo para resolver el conflicto mediante la organización de un referéndum par el pueblo saharaui. El trabajo de la ONU para la realización del referéndum o la busqueda de otra solucion negociada y aceptada de mutuo acuerdo continua bajo los auspicios de James Baker, antiguo Secretario de Estado de los EEUU en su capacidad de Enviado Personal del Secretario General de la ONU para el Sahara Occidental. La RASD es miembro de pleno derecho de la Unión Africana y ha sido reconocida por 76 países a nivel internacional.

Fusion que cuenta con las mayores concesiones para la busqueda de petroleo en las costase del noroeste de Africa ha concluido acuerdos parecidos con los gobiernos de Gambia y la Agencia de Gestión y Cooperación entre Guinea Bissau y Senegal ("AGC") que es la Comisión Conjunta establecida por los gobiernos de Senegal y Guinea Bissau para administrar las actividades petroliferas y de pesca en su zona limítrofe marítima. En mayo del 2001, Fusion anunció que el primer pozo hallado en la región, Chinguetti-1, a lo largo da la costa mauritana constituye a un importante descubrimiento de petroleo y gas.
