STATEMENT BY Mr. MAHFOUD ALI BEIBA, HEAD OF THE DELEGATION OF THE FRENTE POLISARIO TO THE NEGOTIATIONS OF MANHASSET II

The second round of negotiations between the Frente POLISARIO and Morocco, which has just ended in Manhasset, was useful. It gave the Frente POLISARIO the opportunity to reaffirm its readiness and to present the outline and advantages for the region of its proposal regarding a just and lasting solution to the decolonisation conflict of Western Sahara.

The Frente POLISARIO has fully cooperated with Mr Peter van Walsum, Personal Envoy of the UN Secretary-General, in the discussion of the confidence-building measures needed for creating a positive climate between the two parties. The delegation of the Frente POLISARIO was prompted by the concern to ensure that Morocco puts an end to its repressive practices and repeated violations of human rights in the occupied territories of Western Sahara.

With the prospect of the recovery of the Saharawi State of its full sovereignty over its territory, the Saharawi delegation has presented the view and policy of the Frente POLISARIO regarding the management of natural resources of the country and administration of local communities.

During the second round, the Personal Envoy and the Special Representative of the UN Secretary-General have demonstrated great determination to bring about, with the necessary cooperation of both parties, a breakthrough in the negotiations. For its part, the Frente POLISARIO has made its contribution in this spirit and in this direction.

The Frente POLISARIO is hopeful that the third round of negotiations would mark a qualitative development of the process as a whole. We hope that the other party would cease its dilatory manoeuvres and engage, in good faith, in the effective implementation of the Security Council resolution 1754.

Le deuxième round de négociations entre le Front POLISARIO et le Maroc qui vient de s’achever à Manhasset a été utile. Il a donné l’occasion au Front POLISARIO de réitérer sa disponibilité et présenter les grandes lignes et les avantages pour la région de sa proposition en faveur d’une solution juste et définitive du conflit de décolonisation du Sahara occidental.

Le Front POLISARIO a pleinement coopéré avec M. Peter van Walsum, l’Envoyé personnel du Secrétaire général des Nations Unies, dans la discussion des mesures de confiance nécessaires  la création d’un climat  positif entre les deux parties. La délégation du Front POLISARIO a été animée du souci d’obtenir que le Maroc mette un terme à ses pratiques répressives et ses violations répétées des droits de l’homme dans les territoires occupés du Sahara occidental. 

Dans la perspective du recouvrement par l’État sahraoui de sa pleine souveraineté sur son territoire, la délégation sahraouie a présenté la perception et la politique du Front POLISARIO pour ce qui concerne la gestion des ressources naturelles du pays et l’administration des collectivités locales. 
 
Au cours de ce round l’Envoyé personnel et le Représentant spécial du Secrétaire général des Nations Unies ont fait preuve d’une grande détermination pour créer, avec la nécessaire coopération des parties, une dynamique de progrès dans les négociations. Le Front POLISARIO a, pour sa part, inscrit sa contribution dans cet esprit et cette perspective.

Le Front POLISARIO émet le vœu que le troisième round des négociations marquera une évolution qualitative du processus dans son ensemble. Nous espérons que l’autre partie mettra fin à ses manœuvres dilatoires et s’engagera, de bonne foi, en vue de l’application effective de la résolution 1754 du Conseil de sécurité.

La segunda ronda de negociaciones entre el Frente POLISARIO y Marruecos, que acaba de terminar en Manaste, ha sido útil. Ha ofrecido al Frente POLISARIO la oportunidad de reiterar su disponibilidad así como presentar las grandes líneas y ventadas para la región de su propuesta pro de una solución justa y duradera del conflicto de descolonización del Sahara Occidental.

El Frente POLISARIO ha cooperado plenamente con el Sr. Peter van Walsum, Enviado Personal del Secretario General de la ONU, en la discusión de las medidas de fomento de confianza necesarias para la creación de un clima positivo entre las dos partes. La delegación del Frente POLISARIO ha estado animado por el deseo de obtener de Marruecos que ponga fin a sus prácticas represivas y violaciones de los derechos humanos en los territorios ocupados del Sahara Occidental.

La delegación saharaui, en la perspectiva de la recuperación por el Estado saharaui de su plena soberanía sobre su territorio, ha presentado la percepción y la visión política del Frente POLISARIO respecto a la gestión de los recursos naturales del país y de la administración de los entes locales.

En el curso de esta ronda de negociaciones, el Enviado Personal y el Representante Especial del Secretario General de la ONU hicieron prueba de su gran determinación para crear, con la necesaria cooperación de las partes, una dinámica de progreso en las negociaciones. El Frente POLISARIO ha inscrito su contribución en el contexto de este esfuerzo y de esta perspectiva.

El Frente POLISARIO formula el deseo de que la tercera ronda de negociaciones marque una evolución cualitativa del proceso en su conjunto. Así mismo esperamos que la otra parte ponga fin a sus maniobras dilatorias y se comprometa de buena fe con vistas a la implicación efectiva de la resolución del Consejo de Seguridad.
