DECLARACIÓN FINAL DE APOYO AL SAHARA OCCIDENTAL

(V Conferencia Juvenil de Solidaridad con el Sahara Occidental)

II Festival Mundial de la Juventud, Panamá, 21-28 de julio de 2001

Los jóvenes procedentes de todo el mundo, reunidos en el II Festival Mundial de la Juventud celebrado en Panamá entre el 21 y el 28 de julio de 2001, renovamos nuestro apoyo al pueblo saharaui y reivindicamos una solución viable al último conflicto colonial existente en toda África.

Desde el abandono de España del territorio saharaui y la invasión de Marruecos en 1975, la comunidad internacional se ha venido desentendiendo de un problema que condena al exilio a más de 150.000 saharauis en los campamentos de refugiados de Argelia. Tras más de 26 años de destierro, un muro marroquí de más de 2.000 kilómetros de largo sigue dividiendo los territorios saharauis, impidiendo el regreso a su país de un pueblo que ya no puede esperar más.

A pesar de que en 1991 las partes implicadas en el conflicto aceptaron el Plan de Paz acordado por la ONU, éste no ha sido respetado. El objetivo último del Plan de Paz, la celebración de un referéndum de autodeterminación, ha sido sistemáticamente boicoteado por Marruecos, con la connivencia de la ONU y de las potencias internacionales.

El pasado 20 de junio de 2001, el Secretario General de la Naciones Unidas, Kofi Annan, elevó un informe al Consejo de Seguridad en el que sugería la posibilidad de que el pueblo saharaui acepte un estatuto de autonomía bajo bandera marroquí ("tercera vía"), propuesta rechazada tanto por el Frente Polisario, como por Argelia y Mauritania.

Los jóvenes reunidos en Panamá, en torno a la V Conferencia Juvenil de Solidaridad con el Sahara Occidental, nos sumamos al rechazo a la "tercera vía" propuesta por Kofi Annan y solicitamos a la ONU que retome los acuerdos recogidos en el Plan de Paz de 1991. Asimismo, exigimos a la comunidad internacional que reaccione ante los continuos boicots de Marruecos a la celebración del referéndum de autodeterminación, referéndum que debe celebrarse sin más dilaciones.

Las organizaciones juveniles de todo el mundo participantes en el II Festival Mundial de la Juventud de Panamá manifestamos nuestra solidaridad con la Unión de la Juventud de Saguiat et Hamra y Rio de Oro (UJSARIO) y con el pueblo saharaui, comprometiéndonos a seguir apoyando a las juventudes saharauis en la legítima lucha por la devolución de su territorio.

Declaration of Support for Western Sahara

(5TH Western Sahara Youth Solidarity Conference)

II World Youth Festival, July 21-28, 2001

We youths of the world, gathered at the II World Youth Festival held in Panama on July 21-28, 2001, wish to state our support for the people of Western Sahara and make our claim for a prompt and viable solution to the only remaining colonial conflict in Africa.

Ever since the Spanish departure from Western Sahara and the Moroccan invasion in 1975, the world powers have turned a blind eye on a problem that has kept more than 150, 000 people away from their homes in the refugee camps of Algeria. After more than 26 years, the Western Sahara territories are still divided by a 2,000 kilometers wall of length erected by the Moroccan authorities, preventing a people that has been too long in exile from returning to its country.

In spite of having been accepted by the two parties in conflict, the peace proposals drawn up by the UN in 1991 have not been implemented. The chief aim of these proposals &endash; to pave the way for a plebiscite in order to attain self-determination &endash; has been systematically frustrated by the Moroccan authorities, with the connivance of the UN and the rest of international organizations.

On June 20th 2001, Kofi Annan, UN's Secretary-General, submitted a report to the Security Council with the suggestion that the Western Sahara people should give their consent to a statute of self-government under Moroccan rule (the so-called third way), a proposal which has been turned down by the Polisario Front, as well as Algeria and Mauritania.

All youth associations, gathered at the V Western Sahara Youth Solidarity Conference held in Panama wish to show our disagreement with the 'third way' put forward by Annan and demand that the UN make everything in its power to carry out the Peace Agreements of 1991. Moreover, we urge the Western powers to put an end to Morocco's constant disruption of the preparations for the referendum, which must be held at once.

Youth organizations from all over the world taking part in the II World Youth Festival held in Panama also wish to show our solidarity with the Saguiat et Hamra & Río de Oro Youth Union (UJSARIO) and the people of Western Sahara, pledging our constant support for Western Sahara youths and their legitimate struggle in order to claim back their land.
