POLISARIO

The Sahrawi delegation is delighted to be afforded the opportunity,
during the fourth round of negotiations between the Frente POLISARIO
and Morocco, to present more clarifications regarding the proposal that
was submitted to the Security Council on 10 April 2007, which
constitutes a courageous and generous effort for a just and lasting
settlement of the decolonisation question of Western Sahara. The
Sahrawi delegation reaffirms its readiness to continue to discuss and
negotiate with Morocco with a view to reaching a mutually acceptable
political solution that provides for the self-determination of the
people of Western Sahara, in line with the desire of the Security
Council.
The Sahrawi delegation is equally pleased that it has been able to
explain and detail its vision on the organisation and operation of the
national institutions in the framework of a Sahrawi independent state
that is democratic and oriented towards modernity as well as the rights
and guarantees that could benefit the Moroccans residing on its
territory.
It is also satisfied with being given the opportunity to express its
conception of a justice that aspires to be modern, effective and
responsive to the concerns of the people, which will be delivered on
their behalf, and to share its vision regarding the management of the
natural resources of Western Sahara.
It deplores that the Moroccan delegation, as in the pervious rounds,
has continued to assert certain preconditions, although the Security
Council has underlined that the negotiations should be conducted
without preconditions, and to repeat that there is no solution apart
from autonomy.
It also regrets that Morocco has rejected almost all the
confidence-building measures that were proposed by the Personal Envoy.
This rejection violates the spirit and letter of the Security Council
resolution 1783 that calls for establishing an atmosphere propitious to
the negotiation. In the meantime, Morocco persists in its policy of
repression and denial of the fundamental human rights of the Sahrawi
population in the occupied territories.
In this context, the Frente POLISARIO and the Government of the SADR
call on the United Nations to assume its responsibility for protecting
the Sahrawi people subjected to brutal repression, and for ensuring
that the media blackout imposed on the territory by Moroccan
authorities is lifted.
The Frente POLISARIO is hopeful however that the Moroccan delegation
would see reason again and engage, in good faith, in the negotiation
with a view to reaching a just and lasting solution to the conflict in
Western Sahara that allows the Sahrawi people to exercise their
legitimate right to self-determination and independence.
As far it is concerned, the delegation of the Frente POLISARIO is
determined to support the efforts of the United Nations with a view to
finding a solution that provides for the self-determination of the
Sahrawi people and to work, in good faith, for the rigours
implementation of resolutions 1754 and 1783. It is in this context that
it has accepted the proposal of the Personal Envoy of holding a fifth
round of negotiations between the two parties to the conflict in
Manhasset.

Messieurs les membres de la délégation du Maroc
Messieurs les membres des délégations de l'Algérie
et de la Mauritanie.
Au moment où s'achève ce quatrième round de
négociations directes entre le Royaume du Maroc et le Front
POLISARIO, je voudrais vous dire, M. l'Envoyé Personnel, toute
la gratitude de la délégation sahraouie pour les efforts
que vous déployez et l'impartialité dont vous faites
montre dans la conduite de ces négociations combien difficiles,
conformément au mandat qui vous a été donné
par le Conseil de sécurité par ses résolutions
1754 et 1783 et dont le cadre et la finalité consistent à
permettre au peuple sahraoui d'exercer son droit inaliénable
à l'autodétermination.
La délégation sahraouie se réjouit de
l'opportunité qui lui est offerte d'apporter de nouvelles
clarifications concernant la proposition qu'elle a soumise le 10 avril
2007 au Conseil de sécurité et qui constitue une offre
courageuse et généreuse pour un règlement juste et
définitif de la question de décolonisation du Sahara
occidental et réitéré sa disponibilité
à continuer de discuter et de négocier
avec le Maroc en vue de parvenir à la solution politique
mutuellement acceptable assurant l'autodétermination du peuple
du Sahara occidental que le Conseil de sécurité appelle
de ses voeux.
La délégation sahraouie se félicite
également qu'elle ait pu expliquer et détailler sa vision
de l'organisation et du fonctionnement des institutions nationales dans
le cadre d'un état sahraoui indépendant,
démocratique et tourné vers la modernité ainsi que
les droits et les garanties dont pourront bénéficier les
marocains résidant sur son territoire.
Elle est enfin pleinement satisfaite de l'occasion qui lui a
été donnée de s'exprimer sur sa conception d'une
justice qu'elle veut moderne, efficace et proche des
préoccupations du peuple et qui soit rendue au nom de ce dernier
ainsi que de partager sa vision concernant l'utilisation des ressources
naturelles que recèle le Sahara occidental.
Elle déplore en revanche que la délégation
marocaine ait, comme au cours des rounds précédents,
continué à poser des pré conditions alors
même que le Conseil de sécurité a souligné
que les négociations devraient se tenir sans conditions
préalables, et à marteler qu'il n'y a pas d'autre
solution en dehors de l'autonomie.
Elle regrette également que le Maroc ait rejeté la
quasi-totalité des mesures de confiance proposées par
l'Envoyé Personnel, et ce en violation de l'esprit et de la
lettre de la résolution 1783 qui appelle à l'instauration
d'un climat propice à la négociation, et qu'il persiste
dans sa politique de répression et de déni des droits
fondamentaux des populations sahraouies dans les territoires
occupés. A cet égard, Le Front POLISARIO et le
gouvernement de la RASD lancent un appel aux Nations Unies pour
qu'elles s'acquittent de leur responsabilité de protéger
à l'égard du peuple sahraoui soumis aujourd'hui à
une répression féroce et pour que soit levé le
black-out imposé au territoire par les autorités
marocaines.
La délégation sahraouie garde cependant l'espoir que la
délégation marocaine revienne à la raison et
qu'elle s'engage avec bonne foi dans la négociation en vue de
parvenir à une solution juste et définitive du conflit du
Sahara occidental qui permette au peuple sahraoui d'exercer son droit
légitime à l'autodétermination et à
l'indépendance.
En ce qui la concerne, la délégation du Front POLISARIO
est déterminée à soutenir vos efforts et à
˛uvrer de bonne foi pour l'application stricte des résolutions
1754 et 1783.
Permettez-moi enfin, de vous renouveler, au nom de la
délégation sahraoui, mes remerciements à vous et
à votre équipe ainsi qu'au Représentant
spécial M. Julian Harston, pour vos efforts louables en faveur
de la paix au Sahara occidental.
